The Republic of Moldova

Advancement and modernisation of vocational training

Background – The Republic of Moldova is one of the poorest countries in Europe. Since its independence in 1990 the country has been divided and the Eastern part of ‘Transnistria’, mainly populated by Russians and Ukrainians, strives for independence. The difficulties are not yet settled and constrain the young republic’s economical development until today.
The gross national product is remarkably lower than before independence when the agricultural region was considered to be the “vegetable and fruit garden” of the Soviet Union. Another huge barrier for economical development is the antiquated apprenticeship system, which stalled on the state of Soviet times und does not provide up-dated education. There is a lack of consistent quality directives, standards and diplomas.

The project
– Our aim is to support the reform of the apprenticeship system and thus achieve quick modernization and sustainable improvement. We are focusing on the creation of consistent quality standards and career profiles according to the needs of the employment market. These measures should serve as a foothold for vocational schools for developing their curricula and exams. Enterprises may thereby formulate adequate profiles of qualification for the selection of qualified personnel. To grant a quick implementation and sustainable assurance of these standards, an independently working institute is established that coordinates and monitors all the activities. The institute in cooperation with state authorities is meant to assure that graduates achieve an officially recognized diploma.
