Mobile apprenticeship for building careers (Aceh)
Background – The poorly developed province of Aceh in the north of the island of Sumatra was the most devastated region by the tsunami in 2004. More than 125.000 people lost their lives, and those who survived were facing an economic disaster. Approximately 1.8 million people have lost their jobs, and many are severely traumatised by the devastation. The infrastructure was almost completely destroyed. Many people lost large parts of their means for earning a living: vehicles and fishing boats were gone, companies’ production facilities – machines, tools – lost and, most tragically, many skilled workers killed.
The project – Our aim is to contribute to the reconstruction with the training of urgently needed skilled labour. By the end of 2007, approximately 5.000 unemployed and young people will be given the opportunity, with the help of short-term training courses, to actively participate in the reconstruction programme and to generate income, which will improve their opportunities in the labour market in the long term. In co-operation with a well-known Indonesian training centre for vocational school teachers, a project has been devised to conduct short training courses for the building trades. Three trucks are on the road as mobile training units and offer courses in the following eleven trades: bricklaying and carpentry, joinery, plumbing, welding, electrical installation, telephone installation, hard and software installation, car and motorcycle repairs, and outboard motor repairs. The trucks are equipped as "travelling classrooms" with 3-4 instruction modules each.
In addition to the teaching infrastructure (blackboard, desks, chairs and tents) there is material for practical lessons: building materials, car engines, tools, protective clothing etc. The students are given course materials and accommodation with courses held where there is greatest demand. The courses are conducted by local vocational school teachers and experts. Having successfully completed the courses, the students receive a certificate and are further supported in their search for a job. The Department of National Education in Aceh supports the training programme, which will allow it to be gradually integrated into the regional vocational training system. The project therefore has a short- and a long-term effect on the reduction of poverty in Indonesia.
